US lawmakers are meeting during the weekend for the initial time since the federal closure began over a month ago, but expectations for a bipartisan agreement on how to resolve the impasse appeared to diminish as GOP senators proposed a plan toxic to Democrats: eliminating the ACA, known as Obamacare.
Deepening Consequences of Federal Closure
The effect on US citizens from the lengthiest closure of the US government in history worsened on Saturday, as government employees went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
Trump's Proposal from Golf Course
As Saturday's meeting got under way, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Support
Several Republican senators welcomed the plan, which is similar to a replacement for Obamacare proposed in 2017.
"We will replace this failing program with something that is actually better for the patient," one senator said.
Another senator praised Trump's suggestion on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the health care they want."
Opposition Reaction
Opposition lawmakers shared alarmed reactions to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been defeated by voters and Congress."
Another senator reacted to the censure of carriers by posting: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? In that case I welcome your support for universal healthcare."
Continuing Talks
The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an openness to an emerging plan from a handful of centrist lawmakers to end the shutdown in return for a later vote on the ACA subsidies.
One Democratic senator, who is leading the talks among moderates, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and extend the payments for a year.
Another senior Democratic lawmaker persisted in arguing that Republicans should accept a one-year extension of the payments before negotiating the future of the tax credits.
"Inaction is irresponsible because people will go into debt, people will become uninsured, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."
Political Situation
Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of eight Democrats to restart the government, and the concept of eliminating and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.
Some observers suggested that the core of such a proposal would remove the ACA's requirement that insurance companies cover patients with pre-existing conditions.
After his golf outing, Trump returned to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the proposal that failed to garner enough support in 2017.
